GIS Supporting and Mapping Services
With Esri retiring ArcGIS Desktop on March 1, 2026, many local governments are evaluating their GIS needs and next steps. The PTRC Planning Department offers GIS services tailored to small and medium-sized communities, whether transitioning to ArcGIS Pro, organizing spatial data, or seeking dependable mapping support.
PTRC can assist with creating and maintaining zoning maps, as well as developing interactive web applications that allow the public to view zoning and other planning information online. Additional services include data management, map updates, custom analysis, and general GIS support to meet day-to-day planning and administrative needs.

City of Lexington Housing Needs Survey
|
The PTRC regional planning department is working with the City of Lexington on a Housing Needs Survey to assess the current and future housing needs of our community. The study will collect data on local housing trends and input from residents and stakeholders to help inform decisions about housing policies, programs, and development priorities.
Goals of the Housing Needs Study:

Treasury Launches Early Closeout Option for SLFRF Recipients With Fully Expended Funds
|
Recipients of the State and Local Fiscal Recovery Funds (SLFRF) program who have fully obligated and expended their entire award may be eligible to initiate early closeout of their SLFRF award before the official end of the period of performance on December 31, 2026. Since summer 2025, the U.S. Department of the Treasury has been inviting eligible recipients to begin the closeout process on a rolling basis. Invitations are sent directly to designated points of contact, and only those who have received such communication may proceed with early closeout.
If your county has not yet received an invitation, the option is not currently available. You are encouraged to ensure that your points of contact are up to date in the Treasury Portal and to review the SLFRF Award Closeout Preparation Checklist to be ready when invited. Urban and Community Forestry Project Funding
Request for Applications opens January 1
The N.C. Forest Service is pleased to announce the 2026-1 Urban and Community Forestry Financial Assistance Program request for applications (RFA) will open Jan. 1, 2026. There are six offerings and more than $7.8 million in cost-share assistance available.

Climb to Tree City USA - designed to help municipalities that have not met all the Tree City USA standards complete select urban forestry practices and community forestry activities that are foundational in the management of public trees and to achieve Tree City USA designation.

Climb to Managing Community - designed to help municipalities that have achieved Tree City USA standards complete practices and activities to meet the standards to achieve the NCFS U&CF Managing Community designation.

Tree Maintenance and Planting - two assistance packages designed to help municipalities that have achieved Tree City USA standards meet tree maintenance, i.e., pruning and removal, and planting needs.

Professional Staff Development Assistance - designed to help municipalities add urban forestry expertise to their organization by providing financial assistance for a staff member to obtain professional urban and community forestry credentials.

Special Projects - Climb to Tree City USA - The N.C. Forest Service seeks to award two, two-year grants to an organization(s) to manage and complete urban forestry services for municipalities awarded assistance through our Financial Assistance Program request for application process. We are requesting proposals to provide these services.

Governor's Highway Safety Program (GHSP) Grant(s)
Last year, the Governor’s Highway Safety Program (GHSP) awarded more than $1.6 million to local governments in the PTRC’s 12-County region, helping fund the efforts of local police departments and county sheriff’s offices to reduce traffic crashes in North Carolina. The average cost of crashes in the Piedmont Triad is nearly $6.9 billion each year, with crash-related fatalities reaching 273 last year.
Local law enforcement agencies who will receive funds in 2026 include Kernersville, Mebane, Thomasville, Greensboro and Winston-Salem. Projects include high-visibility traffic safety enforcement, safety trainings for the public, and multi-agency task force efforts to address impaired driving.
The GHSP program is funded on a federal fiscal year basis (Oct. 1 through Sept. 30). Grant applications are typically accepted from Jan. 1-31. Learn more about GHSP funds grants and watch the GHSP Grant Orientation Video for more information!

Better Utilizing Investments to Leverage Development (BUILD) Grant Program
DEADLINE: February 24, 2026
The U.S. Department of Transportation's (USDOT) Better Utilizing Investments to Leverage Development (BUILD) grant program provides grants for surface transportation infrastructure projects with significant local or regional impact. The eligibility requirements of BUILD allow project sponsors, including state and local governments, counties, Tribal governments, transit agencies, and port authorities, to pursue multi-modal and multi-jurisdictional projects that are more difficult to fund through other grant programs.
The BUILD program, previously known as the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) and Transportation Investment Generating Economic Recovery (TIGER) discretionary grants, was established under the American Recovery and Reinvestment Act of 2009 and operated under annual appropriations acts until authorized in November 2021.

EDA Announces Disaster Recovery Funding
Opportunities for 2023-24 Events
The U.S. Economic Development Administration (EDA) recently issued the FY25 Disaster Supplemental Notice of Funding Opportunity (NOFO) for “regions experiencing severe economic distress or other economic harm resulting from hurricanes, wildfires, tornadoes, floods, and other natural disasters” occurring in calendar years 2023 and 2024. EDA’s Disaster NOFO provides funding through three funding pathways:
Readiness Path – Capacity building and strategic planning projects that set the stage for future investment. (Applications accepted on a rolling basis)
Implementation Path – Standalone construction and non-construction projects that help communities recover from natural disasters and advance recovery and growth. (Applications accepted on a rolling basis)
Industry Transformation Path – Coalition-led, multi-project portfolios that transform regional economies through targeted industry development. (Deadline is March 3, 2026 at 5:00 PM ET.)

Disaster Recovery Financial Administration Training - The Piedmont Triad Regional Council (PTRC), in partnership with the North Carolina Association of Regional Councils of Government (NCARCOG), is excited to announce a six-hour eLearning course designed to equip local communities with the knowledge and tools to prepare for, respond to, and recover from emergencies and disasters. Each user license provides individual access to the course for one learner through June 2026.
