Regional Planning Department Awarded FLAP Funds

The Regional Planning department was recently awarded $825,000 for greenway planning and engineering from downtown Troy in Montgomery County to the trail system within the nearby Uwharrie National Forest through the Federal Lands Access Program (FLAP). The program was implemented to improve transportation facilities that provide access to, are adjacent to, or are located within Federal lands. The Access Program supplements State and local resources for public roads, transit systems, and other transportation facilities, with an emphasis on high-use recreation sites and economic generators. A feasibility study is slated to occur in calendar year 2026, while preliminary engineering will be completed in 2027. This project promises to be a powerful economic driver for Troy, Montgomery County, and the surrounding area.

PTRC Food Council Visits Randolph County

The Piedmont Triad Regional Food Council recently visited Randolph County for a cold-but-inspiring tour of the new Randolph County Agricultural Center in Asheboro and Good Earth Farms in Seagrove. The Agricultural Center is a dynamic new space featuring classrooms, garden areas, demonstration and commercial kitchens, a food hub, and an event center and arena—designed to strengthen economy, enhance resiliency, and build community. Good Earth Farms, already supplying produce to Seagrove Café, will also serve as a vendor for the food hub, helping connect local farms to local markets. These projects represent exciting momentum for food system collaboration and growth in the region.

GIS Supporting and Mapping Services

With Esri retiring ArcGIS Desktop on March 1, 2026, many local governments are evaluating their GIS needs and next steps. The PTRC Planning Department offers GIS services tailored to small and medium-sized communities, whether transitioning to ArcGIS Pro, organizing spatial data, or seeking dependable mapping support.

PTRC can assist with creating and maintaining zoning maps, as well as developing interactive web applications that allow the public to view zoning and other planning information online. Additional services include data management, map updates, custom analysis, and general GIS support to meet day-to-day planning and administrative needs.

Communities interested in shared GIS services or help modernizing their mapping tools are encouraged to reach out to PTRC to learn how we can help. For more information, please contact Malinda Ford, GIS Administrator, at 336-904-0300 or mford@ptrc.org.

City of Lexington Housing Needs Survey

The PTRC regional planning department is working with the City of Lexington on a Housing Needs Survey to assess the current and future housing needs of our community. The study will collect data on local housing trends and input from residents and stakeholders to help inform decisions about housing policies, programs, and development priorities.

Goals of the Housing Needs Study:

  1. Assess current housing conditions
  2. Determine housing demand and preferences
  3. Identify gaps in housing supply
  4. Support data-driven planning and policy

If you live or work in the Lexington area, please consider completing the survey.

Treasury Launches Early Closeout Option for SLFRF Recipients With Fully Expended Funds

Recipients of the State and Local Fiscal Recovery Funds (SLFRF) program who have fully obligated and expended their entire award may be eligible to initiate early closeout of their SLFRF award before the official end of the period of performance on December 31, 2026. Since summer 2025, the U.S. Department of the Treasury has been inviting eligible recipients to begin the closeout process on a rolling basis. Invitations are sent directly to designated points of contact, and only those who have received such communication may proceed with early closeout.

If your county has not yet received an invitation, the option is not currently available. You are encouraged to ensure that your points of contact are up to date in the Treasury Portal and to review the SLFRF Award Closeout Preparation Checklist to be ready when invited. If you have any questions, Piedmont Triad Regional Council is here to assist you as needed. Contact Alex Bennett, Grants Analyst - abennett@ptrc.org.

Better Utilizing Investments to Leverage Development (BUILD) Grant Program

DEADLINE: February 24, 2026

The U.S. Department of Transportation's (USDOT) Better Utilizing Investments to Leverage Development (BUILD) grant program provides grants for surface transportation infrastructure projects with significant local or regional impact. The eligibility requirements of BUILD allow project sponsors, including state and local governments, counties, Tribal governments, transit agencies, and port authorities, to pursue multi-modal and multi-jurisdictional projects that are more difficult to fund through other grant programs.

The BUILD program, previously known as the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) and Transportation Investment Generating Economic Recovery (TIGER) discretionary grants, was established under the American Recovery and Reinvestment Act of 2009 and operated under annual appropriations acts until authorized in November 2021.
