2026: The Final Countdown for ARP/SLFRF
|
This year will be about wrapping up eligible expenditures, making note of required reporting dates and, for many local governments, closing out the grant award. Below is information to help guide you through the year.
Final Expenditure Deadline
For local governments that received ARP/SLFRF funds from the U.S. Department of the Treasury, all funds must be fully expended by December 31, 2026. Now is the time to check in on all outstanding projects (including subawards). If you anticipate coming in under budget on any obligated projects, there is still time to make changes consistent with Treasury’s obligation flexibility.
Local governments that also received State ARP/SLFRF funds need to be more careful. State-passed-through funds may have earlier deadlines that are set by the grant agreements. Confirm the applicable deadline by reviewing your grant agreement or checking with your state grant liaison. Do not assume you can make expenditures up to December 31, 2026.
Continuing Reporting Requirements
Fully expended all direct ARP/SLFRF funds does not mean the grant is finished. Even after all funds are spent and disbursed, Project & Expenditure (P&E) reporting continues until Treasury formally closes out the award. Reminder that the 2025 Annual P&E Report is due 4/30/2026.
Units that received more than $10 million of their own ARP/SLFRF funds continue to report quarterly. Most North Carolina units received between $0 and $10 million, which means they report annually, during the month of April. Unless your award is closed out before then, expect to submit P&E reports through April 2027. Reporting stops only when Treasury confirms closeout.
Award Closeout
Recipients of the SLFRF program who have fully obligated and expended their entire award may be eligible to initiate early closeout of their SLFRF award before the official end of the period of performance on December 31, 2026. The U.S. Department of the Treasury will invite eligible recipients to begin the closeout process on a rolling basis. Invitations are sent directly to designated points of contact, and only those who have received such communication may proceed with early closeout. If your county has not yet received an invitation, the option is not currently available. You are encouraged to review the SLFRF Award Closeout Preparation Checklist AND the SLFRF Closeout Process Overview to be ready when invited.

This safety action plan focuses on a subset of the PTRC area, made up of the planning areas for the High Point Metropolitan Planning Organization (MPO), the Piedmont Triad Rural Planning Organization (RPO), and the Northwest Piedmont RPO. The vision of the Piedmont Triad Safety Action Plan is to "Eliminate all fatal and serious injury traffic crashes in the greater Piedmont Triad region through strategic, realistic, and cost-effective improvements to the highest risk parts of our roadways."

City of Lexington Housing Needs Survey
|
The PTRC regional planning department is working with the City of Lexington on a Housing Needs Survey to assess the current and future housing needs of our community. The study will collect data on local housing trends and input from residents and stakeholders to help inform decisions about housing policies, programs, and development priorities.
Goals of the Housing Needs Study:

GIS Supporting and Mapping Services
With Esri retiring ArcGIS Desktop on March 1, 2026, many local governments are evaluating their GIS needs and next steps. The PTRC Planning Department offers GIS services tailored to small and medium-sized communities, whether transitioning to ArcGIS Pro, organizing spatial data, or seeking dependable mapping support.
PTRC can assist with creating and maintaining zoning maps, as well as developing interactive web applications that allow the public to view zoning and other planning information online. Additional services include data management, map updates, custom analysis, and general GIS support to meet day-to-day planning and administrative needs.

Better Utilizing Investments to Leverage Development (BUILD) Grant Program
DEADLINE: February 24, 2026
The U.S. Department of Transportation's (USDOT) Better Utilizing Investments to Leverage Development (BUILD) grant program provides grants for surface transportation infrastructure projects with significant local or regional impact. The eligibility requirements of BUILD allow project sponsors, including state and local governments, counties, Tribal governments, transit agencies, and port authorities, to pursue multi-modal and multi-jurisdictional projects that are more difficult to fund through other grant programs.
The BUILD program, previously known as the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) and Transportation Investment Generating Economic Recovery (TIGER) discretionary grants, was established under the American Recovery and Reinvestment Act of 2009 and operated under annual appropriations acts until authorized in November 2021.

EDA Announces Disaster Recovery Funding
Opportunities for 2023-24 Events
DEADLINE: March 3, 2026
The U.S. Economic Development Administration (EDA) recently issued the FY25 Disaster Supplemental Notice of Funding Opportunity (NOFO) for “regions experiencing severe economic distress or other economic harm resulting from hurricanes, wildfires, tornadoes, floods, and other natural disasters” occurring in calendar years 2023 and 2024. The EDA has recorded informational webinars as well as printed materials (FAQs, etc.), which can be found here. ➡️
EDA’s Disaster NOFO provides funding through three funding pathways:
Readiness Path – Capacity building and strategic planning projects that set the stage for future investment. (Applications accepted on a rolling basis)
Implementation Path – Standalone construction and non-construction projects that help communities recover from natural disasters and advance recovery and growth. (Applications accepted on a rolling basis)
Industry Transformation Path – Coalition-led, multi-project portfolios that transform regional economies through targeted industry development. (Deadline is March 3, 2026 at 5:00 PM ET.)

Disaster Recovery Financial Administration Training - The Piedmont Triad Regional Council (PTRC), in partnership with the North Carolina Association of Regional Councils of Government (NCARCOG), is excited to announce a six-hour eLearning course designed to equip local communities with the knowledge and tools to prepare for, respond to, and recover from emergencies and disasters. Each user license provides individual access to the course for one learner through June 2026.
