NCDOT aims to increase pedestrian safety improvements implemented in smaller urban and rural areas across North Carolina by leveraging unobligated federal funds eligible for pedestrian safety projects. NCDOT is issuing a call for eligible entities to submit and sponsor projects that will run from open October 6, 2025 through November 14th, 2025.
This call for projects is specifically focused on improvements in smaller urban and rural areas that can be obligated quickly and require little to no right-of-way acquisition in communities with high need for improved pedestrian safety. Eligible pedestrian safety projects include a range of pedestrian-focused improvements, such as:

Marked crosswalks, curb ramps, visibility enhancements or traffic control at crossings
-
Marked crosswalks, curb ramps and pedestrian WALK phasing at signalized intersections

Improved crossings at unsignalized or midblock locations
Important aspects of this effort:
-
Cost estimates are not needed at the time of project submission. NCDOT will develop estimates for selected projects.
-
Local matching funds are not needed for selected projects.
-
NCDOT will administer and deliver selected projects.
-
Construction funds for selected projects will need to be obligated by June 30, 2026
