Treasury Launches Early Closeout Option for SLFRF Recipients With Fully Expended Funds

Recipients of the State and Local Fiscal Recovery Funds (SLFRF) program who have fully obligated and expended their entire award may be eligible to initiate early closeout of their SLFRF award before the official end of the period of performance on December 31, 2026. Since summer 2025, the U.S. Department of the Treasury has been inviting eligible recipients to begin the closeout process on a rolling basis. Invitations are sent directly to designated points of contact, and only those who have received such communication may proceed with early closeout.

If your county has not yet received an invitation, the option is not currently available. You are encouraged to ensure that your points of contact are up to date in the Treasury Portal and to review the SLFRF Award Closeout Preparation Checklist to be ready when invited. If you have any questions, please contact us at arpquestions@ncacc.org.

Pedestrian Safety -- Call for Projects

NCDOT aims to increase pedestrian safety improvements implemented in smaller urban and rural areas across North Carolina by leveraging unobligated federal funds eligible for pedestrian safety projects. NCDOT is issuing a call for eligible entities to submit and sponsor projects that will run from open October 6, 2025 through November 14th, 2025.

This call for projects is specifically focused on improvements in smaller urban and rural areas that can be obligated quickly and require little to no right-of-way acquisition in communities with high need for improved pedestrian safety. Eligible pedestrian safety projects include a range of pedestrian-focused improvements, such as:

  • Marked crosswalks, curb ramps, visibility enhancements or traffic control at crossings
  • Marked crosswalks, curb ramps and pedestrian WALK phasing at signalized intersections
  • Improved crossings at unsignalized or midblock locations

Important aspects of this effort:

  • Cost estimates are not needed at the time of project submission. NCDOT will develop estimates for selected projects.
  • Local matching funds are not needed for selected projects.
  • NCDOT will administer and deliver selected projects.
  • Construction funds for selected projects will need to be obligated by June 30, 2026

The following website contains more details about the Call for Projects, including a map of eligible areas, entities that are eligible to submit projects, and a link to submit projects: https://connect.ncdot.gov/resources/safety/Pages/Pedestrian-Safety-Project-Call.aspx

EDA Announces Disaster Recovery Funding

Opportunities for 2023-24 Events

The U.S. Economic Development Administration (EDA) recently issued the FY25 Disaster Supplemental Notice of Funding Opportunity (NOFO) for “regions experiencing severe economic distress or other economic harm resulting from hurricanes, wildfires, tornadoes, floods, and other natural disasters” occurring in calendar years 2023 and 2024. The EDA has recorded informational webinars as well as printed materials (FAQs, etc.), which can be found here. ➡️

EDA’s Disaster NOFO provides funding through three funding pathways:

Readiness Path – Capacity building and strategic planning projects that set the stage for future investment. (Applications accepted on a rolling basis)

Implementation Path – Standalone construction and non-construction projects that help communities recover from natural disasters and advance recovery and growth. (Applications accepted on a rolling basis)

Industry Transformation Path – Coalition-led, multi-project portfolios that transform regional economies through targeted industry development. (Deadline is March 3, 2026 at 5:00 PM ET.)
