Hurricane Helene Updates & Resources

The State will release the Notice of Funding Availability (NOFA) very soon for an unprecedented amount of State & Federal funding under the Helene & PTC8 Hazard Mitigation Grant Program. Please WATCH THIS 14-MINUTE BRIEFING for a quick understanding of the opportunity and intake process. Over $1.5B is expected to be available statewide for residential elevations, property acquisitions, land stabilization and infrastructure projects. Please start with watching the briefing and share it widely with the appropriate leadership and staff. More information is available at www.NCDPS.gov/HM.

Continue to visit the North Carolina Department of Public Safety "Hurricane Helene" page for current disaster information, assistance and resources available.

A Change to Local Zoning Process

A provision attached to the Helene Recovery Bill SB 382 (See pg. 131) passed on November 16 and subsequently vetoed by Governor Cooper, took our local planning departments by surprise. Any zoning changes in non-residential zoning districts that make non-conformance would require signatures of affected landowners prior to initiation. Although the full implications of the legislation are yet to be determined, and it is not yet law, anticipated issues include:

  • Retroactive applicability to zoning decisions made 6 months prior that are not in compliance
  • May conflict with state requirements that may be in place to preserve water quality or public safety
  • Impacts to extra territorial jurisdiction and voluntary annexation processes
  • Barriers to updating and amending land use regulations in response to community and market needs that may support recently adopted plans
  • Unintended impacts to the zoning entitlements process
  • Undermines local governments’ ability to implement long-term planning strategies
  • Complications to the development and application of new regulations

We encourage our regional member governments to stay engaged with the Regional Council, NC Planning Association and others to learn what these changes mean to how we implement planning and zoning on the local level. If you have any questions, feel free to reach out to Regional Planning Director, Jesse Day, at jday@ptrc.org.

On November 21, community leaders/supporters attended an informational High Rock Lake One Water meeting to connect with local organizations dedicated to preserving our water resources. The day was filled with informative topics about the importance of stormwater quality and its impact on the High Rock Lake Watershed.

Stay tuned for our finalized One Water High Rock Lake Toolkit comprised of resources and educational materials available for local municipalities to utilize.
