Many people have expressed to us that they are trying to understand exactly what is Medicaid Transformation, what is the Medicaid Pilot and what they may mean to their organization. RFI Drop In - Friday, March 1,2019
For anyone interested in working on the RFI or contributing ideas for specific sections, we are hosting a “RFI Drop In.” It will be held Friday, March 1, from 10:00am – 2:00pm. Refreshments will be available and we will be working at our Kernersville office in the large conference room. We can also provide some technical assistance to those who plan to complete their own RFI. If completing the entire document is too much, we can add your comments to the regional submission and beef up sections which need greater clarity.
A submission from our region as one coordinated effort from our group will prove strong and comprehensive versus multiple submissions. We only have this opportunity once.
Pay attention to the Service Description Template on pages 11-13, as well as, the Cost Report Exercise Worksheet that NC DHHS is requesting HSOs to complete. PTRC is completing the LPE requirements and facilitating HSOs participation with our response.

February 4, 2019-Prepaid Health Plans selected for Medicaid Managed Care:
The following announcement from Dave Richard with NC DHHS was shared on February 4, 2019 with NC Medicaid Associations . “Today, the North Carolina Department of Health and Human Services (DHHS) announced the selection of Prepaid Health Plans that will participate in Medicaid managed care when the program launches in November 2019. Statewide PHP contracts were awarded to AmeriHealth Caritas North Carolina, Inc.; Blue Cross and Blue Shield of North Carolina; UnitedHealthcare of North Carolina, Inc.; and WellCare of North Carolina, Inc. A regional contract for Regions 3 and 5 was awarded to Carolina Complete Health, Inc. “

Please note that this procurement is for the Standard Plans, in which 1.6 million Medicaid Managed Care beneficiaries will be enrolled. Tailored Plans, designed for certain populations with more specialized behavioral health needs, will be procured later. “

A Second meeting was held November 1, 2018 and determined:
- Healthy Opportunities of the Piedmont will be the name of our region’s pilot proposa.
- Piedmont Triad Regional Council should serve as the Lead Pilot Entity as determined by the stakeholders.
- The Piedmont counties of Forsyth, Guilford and Rockingham were chosen as the initial counties in which Healthy Opportunities of the Piedmont will operate.
Healthy Opportunities of the Piedmont Meeting - October 17, 2018
North Carolina’s Medicaid program is transitioning from fee-for-service payment model to Medicaid Managed Care in 2019, which is the most significant change to the NC program in over 40 years. Four statewide Managed Care plans will provide coverage for Medicaid beneficiaries.
In preparation for this transition, a Piedmont collaboration invited Dr. Betsey Tilson, North Carolina's State Health Director and DHHS's Chief Medical Officer, to Kernersville to speak about NC’s transformation to Medicaid Managed Care and proposed regional pilots. Providers of human services, health systems and others from across the Piedmont attended Dr. Tilson’s presentation and agreed to collaborate to address social drivers of health (called Healthy Opportunities) and apply to be one of the Medicaid regional pilots.
Under Medicaid’s transformation, 2-4 regional pilots will be chosen to deliver health services that address both medical and social needs of patients. These Pilots must address four categories of Healthy Opportunities: Housing, Transportation, Nutrition and Interpersonal Violence/Toxic Stress. Pilots will include a Lead Pilot Entity to serve as a backbone organization for the pilot initiative. Pilots should cumulatively serve 25,000-50,000 Medicaid beneficiaries and cover both urban and rural communities.
