The Piedmont Triad Regional Council administers the HOME Investment Partnership Program for the Burlington HOME Consortium. The Consortium consists of Alamance, Caswell, Davidson, Randolph, and Rockingham Counties and all municipalities therein. HOME funds can be used for housing repair or new construction. The HOME consortium does not use HOME funds for rental assistance.

The Burlington consortium receives an annual allocation from HUD. The Consortium Council then allocates the funds based on submitted proposals.
