Immediate Opening - Housing Services Director

The Piedmont Triad Regional Council (PTRC) seeks an energetic leader and an experienced housing professional to fill the position of Housing Services Director.  The PTRC is the lead regional organization for the Piedmont Triad.  Representing 12 counties in central North Carolina. It is a region of urban and rural influences, the Cities of Greensboro, Winston-Salem, and High Point are the urban core of our region.  The region offers its residents one of the most attractive and affordable lifestyles in the United States. The region has high quality housing, for renters and owners, and enjoys substantial cost-of-living advantages. The Piedmont Triad is a culturally diverse and unique region.  Early pioneers to the region sought personal freedoms and prized education and craftsmanship.  The region has a culture of supporting educational institutions such as Wake Forest University, UNCG, Elon University, NC A&T, High Point University, WSSU, Guilford College, Bennett College, and Salem College.  Lakes, trails, high adventure, and low impact relaxation can all be found in the Piedmont Triad. The second most visited NC state park is Hanging Rock which is less than an hour drive from the urban core.  The region is the heart of viticulture in North Carolina with 45 vineries located in the region.  Living in the central North Carolina places you approximately three hours to beaches, and an hour and half to the mountains – the Piedmont Triad offers a superior quality life.

This position serves as the department head for the Housing Services Department with a staff of 20.  The program provides leadership in addressing member governments current and growing housing affordability issues. Responsibilities include addressing policy, resource development, and options to implement programs that assist low income residents with housing problems.  This position will provide recommendations to increase the stock of new, and reduce the loss of existing, affordable housing.
The Director of Housing Services is responsible for developing high-quality business strategies and plans while ensuring their alignment with short-term and long-term goals and objectives.

The candidate should have the ability to lead and operate in a dynamic environment with high expectations for both producing work and managing others.  The ability to translate complex issues into easily understandable concepts for variety of audiences is paramount.

The Director of Housing Services is responsible for leading and directing the following strategic goals: Identify funding strategies to achieve goals including appropriate staffing levels to ensure successful implementation of expanded activities; Build and strengthen partner capacity; Strengthen collaboration between the regional council, counties and municipalities; and Design and launch new tools and programs, continually adjusting to the changing needs as progress is made.  The position plans and directs four independent yet overlapping affordable homeowner and renter assistance programs: Section 8, Housing Rehabilitation, Weatherization, and the Surry County Housing Consortium (HOME Program).

The successful candidate will demonstrate a thorough knowledge of principles and practices of low income housing programs and public administration.  A candidate must have the ability to provide leadership to staff, program participants and community members. Equally important is the ability to establish and maintain effective working relationships with clients and state, local and federal officials. The Housing Services Director is appointed by the Executive Director.  Performance is evaluated through establishing and administering low income housing programs including budget development and administration, reporting and record keeping, and Pilot Mountainevaluation.  Expected qualifications include a bachelor’s degree in public administration, planning, or a closely related field.  Formal education should be supplemented with five years progressive experience including administering Community Development or Section 8 housing programs and related work including some supervisory experience; or an equivalent combination of education and experience.  Special requirements include a valid North Carolina Driver’s License, and the successful candidate must pass the pre-employment drug screen and background screening process.  Travel throughout 12-county region is required.  Other travel may be required on occasion. 

Minimum salary $75,618 with final salary DOQ. Organization provides excellent benefits including NC Local Governmental Employees Retirement System (NCLGERS).
