Rental Assistance: Landlord Memorandum

In light of the recent spread of the Covid-19 (Coronavirus) we are writing to address concerns and reminders for the Piedmont Triad Regional Council’s Section 8 Housing Choice Voucher Program during the course of the next few months. This program is also referred to as Section 8, HUD or housing assistance.



While the stay at home order is in effect, you are not allowed to evict a tenant for failure to pay rent. Please notify your Community Development Specialist (CD Specialist) ASAP if your tenant fails to pay their portion of the rent. There are some recourses that we can provide to assist in this. For example for loss of jobs, we can adjust the portion of HAP that is paid on their behalf. If you become aware that your tenant has lost their job, have them contact their CD Specialist ASAP so that we may do the adjustment.

Keep in mind you may still evict for lease violations or criminal activity just not for failure to pay rent. Keep your CD Specialist informed!!! 

It is your responsibility to report any changes to your CD Specialist. If your tenant passes away, please contact us to let us know. Many times, landlords expect the family to notify us and when they fail to do that, it results in overpayments. 


We are implementing biannual inspections, so if the inspection passed the first time last year, an inspection will not be done this year. Tenants have been instructed to contact us if they have any concerns regarding repairs or repairs that are life threatening. 

For initial inspections we will get to those as quickly as we can. The PTRC is working on a remote schedule and we appreciate your patience as we manage the caseloads remotely while also keeping everyone safe. 

You must report to the inspector if you are sick or have been around anyone who is sick. IF the inspector comes to an occupied home and the tenant appears to be visibly ill, the inspector will not enter the home and will reschedule. The tenant must also stay 10 feet away from the inspector while the inspector is in the home.

In light of the recent spread of the COVID-19 (Coronavirus) we would like to address the current operations of the Piedmont Triad Regional Council's Community Development programs.  

Satellite Offices Closed for Intake Operations business to be conducted over the phone and via mail 

Housing Choice Voucher (Section 8 Rental Assistance) applications will be completed via phone. All Rehab/Weatherization applications will be mailed to interested parties upon request. Our intake staff is available via phone and email for application requests or questions. A link for online application submission for Rehab/Weatherization assistance will be posted in the near future.

On-Site Inspections Continue with Social Distancing and other appropriate protocols

Staff will continue to contact clients to schedule inspection appointments. Pre-screening questions will be asked to identify any threat of COVID-19 exposure. If a client is sick or has been around anyone who is sick, the appointment will be reschedule for a later date. If the inspector comes to the home and the client appears to be visibly ill, the inspector will not enter the home and will reschedule the appointment.
