2020 Census Participant Statistical Areas Program (PSAP) and New Construction Program

Census 2020 New Construction Program 

The New Construction Program for Census 2020 will begin in the Spring of 2019.  This program will allow governments to add new addresses that were constructed after March 1, 2018 to those that are expected to be complete by April 1, 2020.  These addresses can be housing units, apartments, condos, group quarters, etc.  The program is open to all counties and incorporated places.   

The New Construction Program is not a review.  Governments will just be submitting new addresses to the Census Bureau.  There are no confidentiality and security requirements, no Title 13 data.  However, similar to the LUCA program, the Highest Elected Official (HEO) has to commit the government to the program. 

Email or mail invitations will be sent in the first week of April, 2019 to the HEO of each county, city, or town in the region.

PSAP Program

The 2020 PSAP program allows local input into the review and update of census tracts, block groups, and census designated places prior to the release of the 2020 Decennial Census.  Optimum thresholds for census tracts are 4,000 people and/or 1,600 households.  As growth occurs, census tracts often need to be split to meet these thresholds.  Census geographers have completed initial work in determining where tract splits (or consolidations) are needed and where the new boundaries should be.  However, local planners and GIS specialists can modify these proposed boundaries.  

The PTRC has been designated by the US Department of Commerce as a primary PSAP participant for the 12-county Piedmont Triad region of NC -- meaning that they have provided us with special software to both review and modify proposed statistical geographic changes prior to the 2020 Census.   From February until June of 2019, the PTRC will work with city and county planners and GIS specialists from each county to determine if the proposed changes are acceptable.  We are working on proposed maps for all 12 Piedmont Triad counties.  In the meantime, if you have any questions or need additional information, feel free to contact Anne Edwards (Information Services Manager) or Malinda Ford (GIS Manager) at (336) 904-0300.
