2025/26 HOME PROGRAM ELIGIBLE HOUSING DEVELOPMENT
Request For Proposals
The Piedmont Triad Regional Council (PTRC) on behalf of the Surry County Housing Consortium requests proposals from for-profit and nonprofit entities for affordable housing development activities. Proposals will be accepted for HOME eligible activities including the development of new multifamily, single-family homeowner, and rental or homeowner rehabilitation projects. Available funding includes up to $934,442.63 from the Federal HOME Investment Partnerships Program.
The funding opportunity contained in this request for proposals:
1. Up to $934,442.63 in HOME funding is available for rehabilitation and/or new construction in Surry, Davie, Stokes and Yadkin Counties. This funding is commonly used to develop or rehabilitate affordable housing and common pairs with tax credits, private debt, donations or grants, and a variety of impact investment and soft funding programs.
Examples of Projects:
- Gap financing for tax credit developments that may add additional low-income or special population units.
- Habitat for Humanity or eligible for-profit and nonprofits that develop for-sale, affordable single-family housing for households below of 80% Area Median Income (AMI).
- Aging affordable rental properties that need energy, accessibility or other code improvements.
- Transitional Housing for at risk populations.
Note: Use of HOME funds triggers a 25% match obligation. Projects should incorporate another source of eligible non-federal match funds. The funds should be in an amount greater than the Grantee match obligation for the project and keep record of those funds.

Eligibility: All proposed projects must be located within in Surry, Davie, Stokes, and Yadkin counties. Applicants may be a for-profit or nonprofit organization or developer. For rental development projects, the applicant must also be the owner of the project.
The Consortium will not consider proposals that are mailed. Proposals must be submitted to Andrew Mayronne or Kim Kemp via email by 11:59pm on Friday, March 6, 2026 (No exceptions).
Decision Process: The Surry County Housing Consortium’s consideration of funding proposals will occur at a board meeting to be held at 10:00 am on March 10, 2026. Final decisions will be made at that point.
