2025/26 HOME PROGRAM ELIGIBLE HOUSING DEVELOPMENT

Request For Proposals

The Piedmont Triad Regional Council (PTRC) on behalf of the Burlington HOME Consortium requests proposals from for-profit and nonprofit entities for HOME program eligible development activities. Proposals will be accepted for HOME eligible activities including the development of new multifamily tax credit housing units, new construction of single-family homebuyer or rental units, or the rehabilitation of existing apartment complexes. Available funding includes up to $821,818 from the Federal HOME Program.

The funding opportunity contained in this request for proposals:

Up to $821,818 in HOME funding is available for rehabilitation and/or new construction in Alamance, Caswell, Davidson, Randolph and Rockingham Counties. This funding is commonly used in conjunction with, but not limited to, tax credits, private debt, donations or grants, or USDA or Federal Home Loan bank funding.

Examples of Projects:

  • Gap financing for tax credit developments that may add additional 50% AMI or special population units.
  • Habitat for Humanity or eligible for-profit and nonprofit developing for-sale, affordable single-family housing for households below of 80% Area Median Income (AMI).
  • Aging affordable rental properties that need energy, accessibility or other code improvements.
  • Transitional Housing for at risk populations.

These figures are estimates only. The total available by type of project may be adjusted depending on eligible applications.

Note: Use of HOME funds triggers a 25% match obligation. Projects should incorporate another source of eligible non-federal match funds. The funds should be in an amount greater than the Grantee match obligation for the project and keep record of those funds.

All projects receiving federal HOME program funds must meet all applicable federal regulations. For further information on federal HOME program regulations and eligibility requirements consult the U.S. Department of Housing and Urban Development’s HOME Program website at:

Project developers should familiarize themselves with the HOME program requirements prior to proposal submission.

Eligibility: All proposed projects must be located within in Alamance, Caswell, Davidson, Randolph, and Rockingham counties. Applicants may be a for-profit or nonprofit organization or developer. For rental development projects, the applicant must also be the owner of the project.

Submittal Instructions: All proposals shall be submitted via email to Kim Kemp at kkemp@ptrc.org. Questions about the RFP can be emailed to Andrew Mayronne at amayronne@ptrc.org.

The Consortium will not consider proposals that are mailed. Proposals must be submitted to Kim Kemp via email by 11:59pm on Friday, January 30, 2026 (No exceptions).

Evaluation Process: Each proposal will be evaluated against approved criteria, eligibility, and graded. The project grading is a tool for evaluation, but is not the sole criterion for a decision. The Burlington Housing Consortium Board will make a final funding recommendation.

Decision Process: The Burlington Housing Consortium’s consideration of funding proposals will occur at a board meeting on a date to be named in February 2026. Final decisions will be made at that point.
