Notice of Finding of No Significant Impact & Notice of Intent to Request Release of Funds

These notices shall satisfy two separate but related procedural requirements for activities undertaken by Surry County.

REQUEST FOR RELEASE OF FUNDS

On or about March 26, 2025, Surry County will authorize the Piedmont Triad Regional Council to submit a request to the Surry County Housing Consortium for the release of HOME to undertake 5 units of tiny homes at 1007 Howard Street, Mocksville, NC 27028.

FINDING OF NO SIGNIFICANT IMPACT

The Piedmont Triad Regional Council has determined that the project will not significantly impact the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 1388 Carrollton Crossing, Kernersville, NC 27284, and may be examined or copied on weekdays 8:30 AM – 5:00 PM.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Piedmont Triad Regional Council’s Community Development Department. All comments received by April 16, 2025, will be considered by the Surry County before authorizing the submission of a request to release funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

Surry County certifies to HUD that Christ Knopf, Surry County Manager, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities concerning the environmental review process and that these responsibilities have been satisfied. HUD’s certification approval satisfies its responsibilities under NEPA and related laws and authorities and allows the Surry County to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD Field Office-Greensboro will accept objections to its release of funds and Surry County’s certification for fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the Certifying Officer of Surry County did not execute the certification; (b) Surry County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD-Greensboro; or (d) another Federal agency acting under 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted per the required procedures (24 CFR Part 58, Sec. 58.76) and addressed to HUD Field Office-Greensboro at 1500 Pinecroft Road, Greensboro, NC 27407. Potential objectors should contact HUD Field Office-Greensboro to verify the last day of the objection period.
